Occupational safety
——Zhao Haibin

Production and business entities are the primary responsible parties for workplace safety and must bear full responsibility for the life safety of their employees. To effectively fulfill the responsibilities stipulated in laws and regulations such as the "Work Safety Law of the People's Republic of China," the "Regulations on Work Safety of Shandong Province," and the "Provisions on the Principal Responsibility of Production and Business Entities for Work Safety in Shandong Province," and to prevent and reduce work safety accidents, enterprises must take concrete measures.
Each production and business entity must ensure that:
1. Strictly comply with laws and regulations on work safety, strengthen work safety management, conscientiously fulfill statutory duties related to work safety, establish and improve a comprehensive work safety responsibility system involving all employees, and ensure that work safety rules and operating procedures are effectively implemented.
2. Establish a safety production management agency in accordance with the law, equip it with qualified safety production management personnel, and ensure that the agency and its personnel effectively fulfill their safety management responsibilities.
3. Ensure, in accordance with the law, adequate financial input for safe production; legally allocate and use funds for safety production without diverting or misappropriating them.
4. Implement a comprehensive safety production training system for all employees, incorporating emergency response plans, emergency knowledge, self-rescue and mutual rescue skills, and hazard avoidance and evacuation techniques into the annual safety production education and training plan and ensuring their effective implementation.
5. Ensure that production and business premises, as well as related equipment, facilities, and process flows, comply with national or industry standards; provide workers with appropriate personal protective equipment in accordance with the law and educate workers on how to wear it correctly; promptly correct any violations of operating procedures, and firmly prohibit unauthorized instructions and forced risky operations.
6. Conduct risk assessment and hazard identification at least once every six months to comprehensively identify safety risks and effectively implement control measures. Regularly carry out inspections for potential accident hazards, promptly eliminate these hazards, and implement effective monitoring and surveillance of major hazard sources and key areas prone to accidents.
7. Establish and improve the working mechanism for a dual prevention system within our organization, which integrates risk-based management and control of production safety with hazard identification and remediation. Strictly implement the “three simultaneous” requirements for safety facilities in construction projects, ensure proper safety warnings and daily maintenance of safety equipment, and refrain from using outdated or explicitly prohibited processes, equipment, and materials.
8. Scientifically formulate and implement the emergency rescue plan for production safety accidents within this unit, and publicly announce it in accordance with the law. Conduct regular emergency drills, establish an emergency rescue team as required, assign emergency on-duty personnel, and equip the team with necessary emergency rescue equipment and supplies. In the event of a production safety accident, carry out emergency rescue operations in accordance with the law and promptly and truthfully report to the local emergency management department and other relevant authorities.
9. Fulfill other responsibilities for safe production as stipulated by other laws, regulations, and rules.
The above represents the safety responsibilities that various production and business units have committed to and are putting into practice. It also serves as the work task for all colleagues to learn how to identify safety risks and carry out hazard inspections.
According to current big data statistics, 96% of safety accidents are caused by human factors, of which 90% are attributable to insufficient awareness of safety responsibilities, weak safety consciousness, reckless operations, and non-compliance with safety regulations.
“Safety is achieved through hands-on effort, not just by management.” Only those who actually roll up their sleeves and get down to work—those who “grab the wrench and tighten the screws, lay out the wires and organize the cables”—truly understand safety, take it seriously, enhance their safety skills, and boost their safety awareness. Only then can enterprises truly achieve safety. Safety managers simply cannot keep a constant, vigilant eye on every single worker at the job site. Relying solely on safety managers to supervise, inspect, and urge corrective actions won’t cut it when it comes to managing safety effectively. After all, companies have electrical experts and mechanical experts—but no one dares to claim they’re safety experts themselves. So if you’re an electrical specialist, you know better than the safety officer where risks lie and what hidden dangers may be lurking. If you’re involved in mechanical processing, you understand the safety risks inherent in your work process even better than the safety officer does. Therefore, in the course of safe production, everyone is essentially a safety officer: each person should understand the safety risks associated with their own job, identify any safety hazards in their area, and promptly report these safety issues to their team leader or workshop supervisor. Recently, we’ve hired many temporary workers; all team leaders must ensure that these new hires receive proper safety training and protection. Prioritize safety before production—be responsible for yourself and for others.
Finally, I wish everyone good health and safety for life.
Workplace safety
——Liu Jindong

Today, I’d like to briefly talk with you all about safe production. When it comes to safe production, I’m sure none of you are strangers to the topic—it’s truly a subject we discuss daily and monthly. The purpose is simple: to foster a mindset among everyone—“everyone talks about safety, everything is done with safety in mind, we think about safety at all times, and we ensure safety everywhere”—to guarantee safe production.
Main content:
The most precious thing a person has is life. “Putting people first” is also the company’s core development philosophy. Life is like a song—never forget about safety. We must attach great importance to safety in our thinking, firmly keep in mind the scientific development concept of putting people first, always remain clear-headed and highly vigilant, learn from the lessons of safety accidents, and truly put into practice the safety principle that “safe production is the greatest benefit.” Only then can we genuinely take responsibility for ourselves, for the company, and for our families.
Safe production cannot be just empty slogans—it must be genuinely implemented in every single detail of our work. To this end, the company has provided numerous effective safeguards: conducting safety training before employees start their jobs, teaching them safe operating procedures, organizing various types of safety training sessions, posting safety awareness slogans throughout the workshop, regularly identifying and addressing potential safety hazards, and assigning dedicated personnel to oversee the implementation of safety-related tasks.
Speaking of safe production, it sounds simple—but putting it into practice is far from easy. While the company provides effective safeguards, what’s even more important is enhancing individual safety awareness.
In the course of work, first, promptly report and address any safety issues you identify—never rely on luck or chance.
Second, strictly adhere to the requirements of rules and regulations, proceed step by step, avoid any non-compliant operations, and ensure standardized production.
Third, focus your attention and enhance your concentration—especially when operating specialized equipment; avoid chatting and letting your mind wander.
Fourth, foster a positive atmosphere for safe production by ensuring that everyone “does not harm themselves, does not harm others, and is not harmed by others,” thereby promoting the safe development of Qilu and jointly creating a bright future for Qilu.
At the same time, I will also take on the responsibility of workshop safety officer, regularly identifying and addressing potential safety hazards, providing effective safety guidance, ensuring safe production, and maximizing production efficiency.
Finally, I hope everyone has a smooth and successful career and enjoys good health.
My remarks are now concluded. Thank you, everyone.
Quality Inspection Issue Analysis
——Yu Xinmin

Since the Spring Festival of 2021, thanks to the efforts of the sales department, the company’s sales orders have maintained steady and substantial growth. These orders generally feature large order volumes, a wide variety of equipment types, short delivery deadlines requested by customers, and concentrated delivery schedules. Meanwhile, due to the pandemic and environmental regulations, the supply of raw materials such as castings and electrical components has been delayed or even repeatedly postponed, placing higher demands on various departments—including procurement, technology, and production—in terms of schedule adherence and quality assurance. This immense pressure also presents both opportunities and challenges. To ensure that orders are delivered on time, all departments within the company have worked together in solidarity to tackle these difficulties. In particular, our frontline employees have shown extraordinary dedication, working tirelessly overtime without complaint. Many outstanding employees have continuously worked long hours until 9 p.m. or 10 p.m., and some have even stayed up late into the night to meet delivery deadlines and expedite progress. On behalf of the company’s leadership, I’d like to extend our heartfelt gratitude to everyone for your hard work and dedication. You’ve truly gone above and beyond!

Time is tight and the tasks are heavy. While ensuring that the project schedule is met, we must place even greater emphasis on product quality. We should strictly enforce quality control measures and absolutely prohibit the shipment of substandard products, which could render equipment unusable and only complicate matters for our after-sales service personnel who would find themselves increasingly overwhelmed as they rush to handle issues on-site. Product quality hinges on process quality; process quality, in turn, depends on the quality of individual work; and ultimately, the quality of individual work is determined by employees’ quality awareness. It is precisely employees’ quality awareness that serves as the very soul of an enterprise. In our daily work, everyone is a quality inspector. We must stay true to our respective positions, perform our duties conscientiously, resolutely refuse to use nonconforming parts, and never allow defective equipment to leave the factory.
The workshop director and team leaders should conduct thorough training inspections to prevent the occurrence of substandard products and equipment.
Adhere to the four “no-allowances” at work and strictly control quality.
1. Components and purchased parts that have not been inspected and found to be nonconforming are not permitted to enter the warehouse.
2. Nonconforming parts must not be installed on the equipment.
3. Construction is prohibited if the quality inspection requirements are not met.
4. Non-conforming products are not allowed to be shipped.
