Report on the Achievements of the Specialized Engineering Responsibility System

——Zhang Haoguo

Today’s morning meeting is dedicated to a special report on “The Specialization Project in the Metalworking Workshop.” Now, I’d like to share with you some insights from the following aspects. If there are any areas that aren’t quite thorough enough, please feel free to point them out after the meeting—we’ll make the necessary improvements.

I. The Meaning of Specialized Engineering:
“Jing” conveys the meanings of refinement, incisiveness, and excellence. Specifically, it refers to singleness of focus, dedication, professional specialization, and assigning specialized tasks to dedicated individuals in order to maximize returns.

II. Reasons for Initiating the Specialized Engineering Project:

In response to the General Manager’s proposal at the production meeting—that the company’s production capacity in 2021 should double compared to 2020—we’ve been working to achieve this strategic goal. We’ve also extensively listened to workshop employees regarding non-value-added tasks identified during the production process and, based on the company’s actual situation, implemented a workshop reform. Since the project was initiated, we’ve already achieved some positive results.

III. Specific Content and Implementation Status of the Specialized Engineering Project:

During the preliminary phase of the specialized engineering project, a total of five activities were initiated: dedicated personnel are responsible for equipment commissioning, dedicated personnel operate the processing equipment, dedicated personnel handle material distribution, dedicated personnel manage shared cutting tools and measuring instruments, and dedicated personnel monitor production progress.
① A dedicated person is responsible for equipment commissioning. This means that after receiving the production task, ensuring that all required materials are in place, clamping the workpieces, installing the specified cutting tools, performing tool setting, conducting trial runs, taking measurements, making necessary adjustments, and finally bringing the equipment to a fully operational state, the construction worker hands over the equipment to the operator for operation while continuously monitoring the operator’s processing quality. Currently, this task is being handled by Zhang Shaopeng, Feng Futian, and Sun Yonggang. The significance of implementing this project lies in truly highlighting the skills and value of experienced workers: one skilled worker can supervise multiple operators, with each operator handling two pieces of equipment, thereby significantly boosting production efficiency.
② A dedicated operator is assigned to handle the equipment. Specifically, after the construction workers have properly adjusted and set up the equipment, they hand it over to the operator, who is responsible for clamping raw materials and removing finished parts. This task is overseen by Zhang Zixin, Duan Chengqi, Li Wenchao, Li Mengyang, and Cao Wenjia. The significance of implementing this project is that even newcomers with no prior operational experience can independently operate the equipment and produce qualified parts within just a few days. Moreover, newly hired employees will transition to a piece-rate wage system after one week—earning more for greater effort. Their monthly piece-rate wages will range from 5,000 to 6,000 yuan, breaking away from the previous apprenticeship wage model where monthly earnings were less than 3,000 yuan. This allows new employees to actually earn a decent income, reduces employee turnover, and truly demonstrates that improvements in quality and efficiency no longer depend on the operator’s technical skill level.
③ Dedicated personnel are responsible for material distribution. Specifically, designated staff members collect raw materials according to the material requisition forms and delivery notes, ensuring that these materials are delivered to the specified workstations within the prescribed time frame. Similarly, finished products are promptly transported to the designated departments at the agreed-upon time. This task is jointly overseen by Dai Mingjin, Hao Liguo, and Liu Jianguo. The significance of implementing this project lies first in consolidating all material requisition forms from various work teams into a single, comprehensive order, thereby reducing the time wasted by team members searching for material carts or warehouse managers. Moreover, bulk ordering minimizes the frequency with which warehouse managers need to issue materials, while dedicated personnel handling finished products also significantly cuts down on operators’ time spent transferring components. As a result, operators can remain focused and dedicated to their own workstations without having to leave their posts, thus maximizing production efficiency.
④ A dedicated person is responsible for managing shared cutting tools, drill bits, and inspection gauges. This involves establishing a tool library to collect and manage all shared tools, including drill bits, ring gauges, thread gauges, and other similar instruments. Hao Liguo and Liu Jianguo are jointly responsible for this task. The implementation of this project has saved the time that tool users previously spent searching for tools everywhere, thereby improving production efficiency.
⑤ A dedicated team is responsible for inspecting incoming production items—the task of ensuring that all parts and components for each order are fully stocked. Currently, this responsibility is shared by Dai Mingjin and Ding Changyu. Specifically, Ding Changyu oversees the day-to-day operations, while Dai Mingjin is in charge of formulating the production schedule. The inspection process covers all incoming items, including custom-made parts, purchased components, and outsourced parts. Based on recent inspections of several types of equipment, although there have occasionally been instances of missing parts, the accuracy rate has already reached over 95%. This significantly reduces the time spent by the assembly workshop chasing after missing parts. In the future, we aim to achieve a 100% rate of having all required parts ready for assembly.
These are several projects our workshop has recently undertaken. Although we’ve achieved certain successes, there’s still a long way to go before we can double our production capacity. To make that happen, we all need to continue demonstrating a strong sense of ownership, pulling together as one team and focusing our efforts in the same direction. Only by promptly identifying and addressing the obstacles on our path can we achieve our goals and see our salaries rise even higher. Specialization and excellence in engineering have no end—they’re a continuous journey with no final destination.

Summary of Specialized Engineering Work

——Feng Futian

Today, I’d like to brief you on the work summary of the JinGong Precision Specialization Project. Since its launch on March 1, the project has been running for nearly three months. From the initial stage of constant exploration and continuous refinement, we’ve now reached a level of seamless collaboration—thanks in no small part to the support and assistance from our company’s leadership and colleagues at large. Below is a summary of our work over the past three months:

Main content:

① Dedicated personnel are assigned to specific tasks: one person is responsible for programming and tool setting, while another is dedicated to machining and production. This ensures that the machine remains operational even when the operator is not present, significantly boosting production efficiency.
② Dedicated machines for dedicated tasks: In the machining and production process, similar parts—such as various punches, guide plates, shafts, and the like—are processed using specialized machines. This approach requires minimal program modifications, reduces programming and tool-setting time, and thereby enhances work efficiency.
③ Dedicated personnel handle batch processing. For large-volume components such as sealing wheels, embossing wheels, hollow inner shafts, and cup bodies, dedicated personnel and specialized machines are used for mass production and processing, thereby improving processing efficiency.
④ Dedicated quality inspectors: Since new employees have a weaker awareness of product quality, veteran employees now conduct special spot checks and routine inspections on processed parts to reduce the defect rate and gradually enhance the new employees’ awareness of product quality.
⑤ The specialized engineering process does not place high demands on processors; new employees can become independently operational after undergoing simple training, which facilitates their rapid integration into the workplace, boosts their work enthusiasm, and consequently increases their salary income.
The above is my work summary. I believe that with our relentless efforts, the productivity of metalworking will see a significant improvement.
Finally, I wish everyone smooth sailing at work and every success in all your endeavors. I also wish Qilu Packaging Machinery continued prosperity and improvement.

Tool Management and Feeding Process

——Dai Mingjin

Today, my speech has two main topics: 1. Management of the tool library in the metalworking workshop; 2. The dedicated process for material requisition and delivery.

Main content:

1. Management of the tool library in the metalworking workshop.
To ensure unified management of workshop tools and proper storage of various types of cutting tools, a tool library has now been established next to the machining center.
① Drill bits and taps with a diameter of φ14 or greater shall all be returned to the warehouse.
② Ring gauges and thread gauges, as well as calipers longer than 1 meter, shall be returned to the warehouse.
③ All types of waste CNC cutting tools shall be returned to the warehouse for unified processing.
④ A dedicated person, Hao Liguo, is responsible for this task. When items are issued or returned, the corresponding cards must be filled out accurately, ensuring a traceable record.
⑤ To reduce the time spent collecting tools, Liu Jianguo is responsible for preparing and handling the materials for spare keys. If Hao Liguo is unavailable, you can go to Liu Jianguo to collect them.
2. Dedicated personnel for material requisition and delivery procedures.
To reduce the time spent by employees on collecting and delivering materials, the workshop has designated a specific person, Hao Liguo, to be responsible for these tasks.
① Material Requisition: The material requisition forms issued by the Production Department are handed over to Hao Liguo for collection. He then goes to various warehouses to pick up the corresponding materials according to the issued requisition forms and distributes the received materials to the respective work teams or individuals based on the requisition forms.
② Material Delivery: Based on the work orders from each team, designated personnel will deliver the processed materials—whether for warehousing, painting, or assembly—to the specified warehouse or to the relevant personnel. After each recipient signs for the materials, they will return the work orders to their respective teams. All work orders will be collected uniformly by the Production Department every afternoon.
My presentation is now complete. Thank you, everyone.

Summary of Specialized Engineering Work

——Zhang Shaopeng

I’d like to share with everyone my work summary for the past nearly three months since the implementation of the Specialization Project. To effectively improve work efficiency, our CNC team in the metalworking workshop has adopted the following measures.

Main content:

1. Dedicated personnel handle batch processing.
2. Machining similar parts using a dedicated machine.
3. A dedicated person will write the program; after it’s properly configured, a new colleague will take charge of machining the workpieces.
4. Keep all vehicle equipment running as much as possible.
During the pilot phase, we continuously identified and resolved issues. Now, in the production and processing stages, all links are working together more seamlessly, and the improvement in efficiency is becoming increasingly evident.
In our future work, we will continue to identify and address our shortcomings. We are confident that, with the support of leaders from all departments and the assistance of our colleagues, our production efficiency and work standards will steadily improve.
My presentation is now complete. Thank you, everyone.
